Joël Boutroue is the Representative of the United Nations High Commissioner for Refugees (UNHCR) to Uganda. Having worked for the United Nations since 1984, he held positions as UN Resident Coordinator
and UNDP Resident Representative to Armenia, as the Head of the UNHCR in North Kivu in DR Congo and further positions in Malawi and Sudan. He holds a master’s degree in Social Sciences from the University of Grenoble, France
