Allan is an astute Development Planner, Strategist, writer, researcher, and analyst. He is a Senior Planner – Strategic Planning at the National Planning Authority (NPA). Before this, he worked as a Researcher at the NPA Policy Research & Innovation (PRI) Department and a Senior Planner – Corporate Governance at NPA – African Peer Review Mechanism (APRM) Department. He also worked with the Economic Policy Research Center (EPRC) and Kampala Capital City Authority (KCCA), before joining NPA. He has over 10 years’ experience in: research; development planning; strategy formulation; monitoring and evaluation; Project Design, Development and Appraisals; Impact Assessments; data modelling and analytics; Corporate Governance; and Education; among others.
He possesses a Master’s Degree in Economics (M.A. Econ), obtained from Makerere University under the auspices of the African Economic Research Consortium (AERC) Collaborative Masters Programme (CMAP). He also has a Bachelor of Science Degree with Education (Maths, Economics) obtained at Makerere University. Allan is a Certified Risk Analyst (CRA) from the Global Academy of Finance and Management (GAFM) and also has a Strategic Management System Certification (SMPS) from LBL Strategies, Baldrig Foundation, and the Center for Excellence in Public Leadership (George Washington University).
He has also published over 10 publications relating to economics and development, in internationally recognized peer-reviewed Journals. He also acts as a Reviewer to a number of economic related Journals.
