Mathias Semanda

Mathias Ssemanda is a seasoned professional in diplomacy, international development, and public policy. He holds a Bachelor of Development Studies from Makerere University, a Diploma in Law from the Law Development Center, and a Master of International Affairs from The Pennsylvania State University. Ssemanda’s career began at Africell Uganda, where he was Head of Digital Marketing, and later transitioned into governance and policy, becoming a
leading voice in e-government and new media technologies. He founded Top Bloggers Uganda and served as its president until 2020.
Currently, Ssemanda is the Head of International Relations and Strategic Partnerships at Makerere University, after previously enhancing the university’s digital media strategy. His academic research focuses on U.S.–China relations and Africa’s foreign policy. He collaborates with renowned experts such as Ambassador Dennis Jett and Mary Beth Long on international relations and security issues.
